April 22, 2019 – Questions and/or clarification pertaining to the RFP and the Gatlinburg Municipal Zoning Ordinances
Q. Please clarify that the subject site is located in the C-2 “General Business District” and not the R-1 or
R-1A “Low Density Residential District(s).”
A. The property is located in a C-2 General Business District per the Gatlinburg Zoning Map

Gatlinburg Municipal Zoning Ordinance:
Q. What are the off-street parking requirements for “Group Housing?”
A. Section 402 – The multi-family unit parking requirements under Section 402.4.2 would be
applicable to the Group Housing.
Q. Is “Group Housing” categorized as a “Residential Dwelling (use)?”
A. Section 706, C-1 – Yes, Group Housing is considered residential dwelling and more specifically Multi-family Dwelling based on the definition of “Multi-family Dwelling” in Article III, of the Zoning Ordinance.
Section 707, C-2 – Allows residential uses under 707.1
Section 904 – Pertains to multiple buildings on a single parcel where the application of the ordinance is impractical. However, on this particular parcel, the site plan requirements of Article IV, Section 406, being the “Planned Unit Development Regulations” will be source of review for the housing project.
Q. Is Group Housing an allowable use without special permission in the C-2 District?
A. Section 707, C-2 – Yes, because residential uses are permitted in the C-2 District, no special permission is required for approval other than site plan approval

Tuesday, April 9th 2019 – Gatlinburg City Hall
In attendance: Allen Newton, Jimbo Conner, Austin Williams, Chad Reagan, John Wear, Kim Clabo, Kyle Horner, Rio Valeriano, David Ball, Emily Whaley
The property being considered for this RFP is located at 426 Ski Mountain Road, Gatlinburg, TN.
Allen reviewed all the RFP deadlines.
- All Questions must be submitted in writing by Tuesday, April 16th, 2019 by 4:00 p.m.
- Answers to questions will be posted on SCEDC.com by Tuesday, April 23rd, 2019 by 4:00 p.m.
- All RFP’s must be submitted by Friday, May 3, 2019 by 4:00 p.m.
Submittal Requirements:
- The Development Team
- Proposed business terms An emphasis on a long term lease would be more favorable for the City of Gatlinburg.
- Their financial model / Finance Strategy
- Number of units/Beds, Cost per Bed Rental for J-1 Students
- Amenities Offered?
- Development Timeline – Start to Finish
RPF’s can be emailed or dropped off to the SCEDC offices by Friday, May 3, 2019 at 4:00 pm.
Evaluation Criteria:
- The Gatlinburg IDB will be making the decision on the project
- Local Development Teams carry more weight in the decision making
- Quality, Purpose, Reasonable Bed Rate will also carry more weight in the decision making.

Q. When would they be expected to start?
A. Once selected, the build time frame will be determined.
David Ball commented that the project must follow the City of Gatlinburg Building Codes/Regulations.
All Questions must be submitted to Allen Newton.
The City of Gatlinburg website will have all parking/density and any other information needed for the project design.
Covenants & Restrictions and any Architectural design may be changed once the site developer is selected.
The design layout, from Robert Campbell & Associates, were sample layouts only which consist of 140 beds and 6 buildings.
The site is 1.89 acres. (1.5 acres are usable)
Site is raised, gravel and flat.
No Geotechnical survey done at this point
Parking on site (density is being reconsidered due to the J-1 students – 1.1 parking spot per room.)
Trolley can access this site
All utilities are at the site.
Allen will confirm with City Manager on a new and updated appraisal following the meeting.
